The Southwest Water Authority is a political subdivision created by the North Dakota State Legislature in 1991. The Authority is governed by a 14-member elected board of directors representing the 12-county region within the boundaries of the Southwest Pipeline Project.

The Southwest Water Authority has several responsibilities:

1. To fulfill the responsibility given to the Southwest Water Authority by North Dakota Century Code 61-24.5 including addressing the water needs throughout the 12 counties the Authority represents.

2. To manage, operate and maintain the Southwest Pipeline Project for the state of North Dakota.

3. To manage, operate and maintain the System Water Treatment Plant.
